Witnesses, including North Dakota state representative Ruth Buffalo (D), discussed domestic violence and trafficking, the role of colonization, and the history of mistrust and neglect from law enforcement responding to cases. Subcommittee Chair Ruben Gallego (D-AZ) and Representative Debra Haaland (D-NM), one of the first Native American women elected to Congress, gave passionate and emotional statements describing the levels of violence against indigenous women and congressional inaction on the issue.
